Recently, at the 80th Session of the United Nations General Assembly, China officially announced that, as a responsible major developing country, it will no longer seek new Special and Differential Treatment (SDT) in current and future negotiations under the World Trade Organization (WTO).
WTO Director-General Ngozi Okonjo-Iweala promptly stated on social media that China’s decision marks a “significant milestone in WTO reform.” She further emphasized that this achievement results from years of multilateral efforts and praised the Chinese leadership for their decisive role in the process.
Special and Differential Treatment (SDT), a cornerstone of the WTO multilateral trading system, is based on the principle of “non-full reciprocity,” allowing developing countries certain flexibilities in fulfilling trade obligations to compensate for their disadvantaged position in global competition.
Li Chenggang, China’s International Trade Representative and Vice Minister of Commerce, noted that this declaration reflects a strategic decision balancing domestic and international considerations. It demonstrates China’s firm support for the multilateral trading system and aligns with the Global Development Initiative and Global Governance Initiative.
Li reiterated that China remains the world’s largest developing country, and this fundamental national reality and identity remain unchanged.
Han Yong, Director-General of the WTO Department at the Ministry of Commerce, clarified China’s three “unchanged” positions in current and future WTO negotiations:
.Its status as a developing member will not change.
.Its resolve to safeguard the legitimate rights of developing members will not change.
.Its commitment to promoting global trade and investment liberalization and facilitation will not change.
