On June 19, 2025, three government departments jointly issued the “Announcement on Adding Niphenidine-like Substances, Trifluoroethyl Imidazole Ester, and 12 Other Substances to the ‘Supplementary List of Non-Medicinal Narcotic Drugs and Psychotropic Substances for Control.’”
On June 20, six departments jointly released the “Announcement on Designating 4-Piperidone and 1-tert-Butoxycarbonyl-4-piperidone as Precursor Chemicals for Management.”
Under the new regulations, relevant enterprises must immediately halt production for self-inspection and apply to provincial authorities for production permits (Category 1) or complete county-level filings (Categories 2 and 3). Requirements include establishing dual-personnel management, implementing electronic traceability systems, prohibiting cash transactions, and ensuring supervised disposal of waste materials.
